His parents are James F. Hoge, Sr. and Virginia McClamroch Hoge. His older brother, James F. Hoge, is a former editor of Foreign Affairs, a publication of the Council on Foreign Relations. In 2001, Barbara Hoge Daine, the oldest Hoge sibling, passed away. Virginia Howe Hoge is the youngest of the family.

Hoge worked for The New York Times as a metropolitan news writer, regional editor, and deputy metropolitan news editor from 1976 to 1979. He was the head of the foreign office in Rio de Janeiro (1979-83) and London (1996-2003).

Hoge was the international news editor from 1984 to 1987, the assistant managing editor from 1987 to 1996, and the editor of The New York Times Magazine in 1991-92. From 2004 to mid-2008, he was the Times’ foreign reporter at the United Nations.
