Williams was born in Chicago to Johanna Chase, a professional potter, and Reginald Williams. Jesse Williams has stated that his mother is a Swedish American and his father is an African American from Georgia. His two younger brothers both work in the visual arts and are specialists in that area. Williams earned his diploma from Moses Brown School in Providence, Rhode Island, in 1998. Following his high school graduation, his mother continued her career in pottery while his father started teaching history in northern Maine.

Williams started studying acting in 2005 and was one of 14 actors selected from more than 800 applicants to take part in the New York Actors Showcase hosted by ABC Television. He has made numerous film, theater, and television appearances since 2006. He founded farWord Inc., a production company, in 2012. A fan campaign was launched in May 2012 in an effort to persuade producers to give him the part of Finnick Odair in The Hunger Games: Catching Fire. Some Hunger Games fans protested the casting choices made by the movie producers as a result of this news.
